What makes Oregon paychecks different
Oregon has no sales tax, and it pays for that with one of the heaviest income taxes in the country. The brackets are 4.75%, 6.75%, 8.75% and 9.9%, and the 8.75% rate begins at just $11,400 of taxable income for a single filer, so nearly every full-time worker pays 8.75 cents on the margin. The standard deduction is only $2,910 single, offset partly by a $256 personal exemption credit that disappears above $100,000 of income and a capped deduction for federal tax paid (not modeled here).
Two statewide payroll deductions come out of every check. Paid Leave Oregon takes 0.6% of wages (the employee's 60% share of a 1% premium) up to $184,500, and the statewide transit tax takes another 0.1%. In the Portland area the layers keep coming: Multnomah County's Preschool for All tax is 1.5% on income over $125,000 single ($200,000 joint) plus another 1.5% over $250,000, rising in 2027, and the Metro Supportive Housing Services tax is 1% over the same $125,000 and $200,000 thresholds. Employers must withhold these for workers earning over $200,000 and can on request for others. Portland residents also pay a flat $35 Arts Tax.
Oregon has no reciprocity agreements, so Vancouver, Washington residents who cross the Columbia to work in Portland owe Oregon tax on those wages while paying no income tax at home. When state revenue beats the forecast by more than 2%, Oregon's unique 'kicker' returns the surplus to taxpayers as a credit on the next return.
