What makes Delaware paychecks different

Delaware's income tax climbs quickly through seven brackets and tops out at 6.6% on taxable income above $60,000, which is a low threshold for a top bracket. The first $2,000 is untaxed, the standard deduction is a modest $3,250 for a single filer, and a $110 personal credit comes off the final bill. Retirees get a break the rest of the schedule does not offer: up to $12,500 of pension and retirement income is excluded for those 60 and older, and Social Security is not taxed.

Wilmington levies the only local wage tax in the state, 1.25% on residents wherever they work and on nonresidents for days worked inside the city. Employers withhold it separately from state tax. Delaware also has no reciprocity agreements, so the many Pennsylvania, New Jersey and Maryland residents who work in Wilmington or Newark file a nonresident Delaware return and take a credit at home.

A newer deduction appeared on pay stubs in 2025. Delaware Paid Leave began collecting contributions on January 1, 2025 and started paying benefits on January 1, 2026. For employers with 25 or more workers the total premium is 0.8% of wages, and the employer may pass up to half of it, 0.4%, on to the employee. Smaller employers carry a reduced program. Delaware remains one of five states with no sales tax, which is why cross-border shopping is a regional pastime.
